Governo Dilma começa já violando a Constituição - e por uma coisa simples, o salário mínimo. Dilma's government already breaks the Law

Resumo em português (full text below in english): Itamar Franco se diz triste, preocupado e duramente aponta a violação da Constituição pelo governo de Dilma Rousseff, que "mal começou". O pior, acrescenta, é que o Senado aceitou essa violação.
A violação consistiu da alteração da Constituição, quanto aos reajustes do salário mínimo, que devem ser determinados pelo Congresso. Dilma colocou isso agora inteiramente nas suas mãos - até o fim do seu mandato, em 2015, todos os reajustes serão por decreto.
O reajuste do novo salário mínimo, que corresponde ao número determinado previamente pela presidente, fica abaixo do índice de inflação, desde o reajuste anterior.

Former president, Itamar Franco, who took over when Collor de Melo suffered an impechment in 1992, and now starts his second mandate as senator, regrets that Dilma Rousseff's government - that has barely started - already violated the Constitution. He is reported to have forwarded, while the Senate was in session last Wednesday, the strongest contestation against the violation of the Constitution. A major newspaper, O Estado de S.Paulo, showed on Friday, 25, an interview with Mr. Franco, of which we picked the following (all quotes by Itamar):

Back then (in 1975, before the redemocratization), in a certain way, we (the Senate), amazingly as it may sound, had more freedom of action than today. Presently the Senate is in the hands of four, five, six people. And there is a very strong command of the Executive over the Senate.

This makes us sad. Because the term of president Dilma has barely started and the Constitution is already violated. And the public opinion need to know it, that we are under the control of the Executive.

I found (what happened on Wednesday) very worrying. We can't joke when the Constitution is violated. .. It was violated yesterday (23.02), imagine, because of a decree over the minimum salary. Something too simple for the Constitution to be violated. And what is worse: the Senate accepted it.

Note: the minimum salary was - as Dilma battled for - established at 545 reais (roughly $270), well below the rate of inflation since the previous adjustment, and far from the figure of the opposition that demanded 600 reais.
